Overview
History
Wingate, Carpenter and Associates (WCA), a small business and small and disadvantaged concern, has been in existence since 1997. In January 1998, the General Services Administration (GSA) awarded WCA a contract to provide accounting, auditing, and financial management and we currently appear on their Financial and Business Solution (FABS) Schedule. In December 2007, GSA exercised an option year award--renewing that contract from January 1, 2008 until December 31, 2012.
In October 1999, the United States House of Representatives, Office of the Inspector General awarded WCA a multi-award contract to provide Performance auditing services and we appear on their Agency Schedule.
Corporate Capabilities
WCA has a headquarter office and satellite office in Washington, D.C. and other satellite offices in Savannah and Atlanta, GA; Arlington, VA; and Chicago, IL. Each office is equipped with the most current information technology systems.
Collectively, we have a key-personnel staff containing: 3 Engagement Partners; 26 Associate Partners, (Project Managers); 21 Program Managers, (Team Leaders); 10 Senior Auditors; 15 Junior Auditors; and 12 Support staff.
We have Teaming Partners arrangements with several other GSA FABS Schedule Holders and working relationships with two of the industries largest CPA firms. Both arrangements allowed us to increase our workforce and resources as needed on any engagement.
As a value-added, we have “Subject Matter ” instructors on staff who can provide in-house and client training on the following subjects: preparing financial statements; preparing for financial statement audits; posting entries to the general journal; understanding the federal government general ledger accounts; preparing and executing federal budgets; reviewing small procurements and large acquisitions procedures; designing financial information technology systems; practicing “best business practices” and installing and auditing internal management control programs .
Staff
The WCA staff is composed of Certified Public Accountants
(CPA), Certified Fraud Examiners (CFE), Certified Government Financial
Managers (CGFM),
Certified Financial Service Auditors (CFSA), Certified Financial
Planners (CFP),
Certified Information System Auditors (CISA), (PHD) of education,
(IT/IS) Engineers, and Level III Acquisition Managers, and other
government professionals. Each staff member has extensive career-based
knowledge
of government
auditing and financial management experience.
The WCA Partners and Associates were government Auditor Managers and public accounting firms. Our Quality Assurance
Officer
served as the Chairman of the American Institute of Certified Public
Accountant Peer Review Board in Virginia. As a result, WCA are uniquely
positioned to provide auditing, accounting,
budget, management advisory and consultant and financial
management related services and training provided to all our government engagements as a value added.
Technical Experience
WCA understands General Accountability Office (GAO) responsibility to perform
periodic audits of financial statements and accountability, financial management,
information systems control and assurance and performance reviews
of the financial
and administrative functions. WCA staff personnel performed
the
same functions at the Department of Defense and Department of Commerce
(OIG)
offices and
assisted
Chief Financial Officers (CFO) and Chief Information Officers
(CIO) achieve their assigned responsibility .WCA is prepared to provide
the
same supportive
assistance under any task order engagement.
WCA has verified, validated, and reported on the financial information
technology (IT) utilized in numerous operating system environments.
WCA is using automated work paper preparation software and
automated audit sampling techniques. WCA is prepared to review, evaluate,
audit and report
on security
sensitive data and issues.
Technical Experience
WCA understands General Accountability Office (GAO) Comptroller’s General responsibility to perform periodic audits of financial and performance audits and to verify and validate that Government and Public entities Managers entrusted with public funds safeguard those assets in compliance with established regulations, directives, guidance and standards.
WCA staff personnel performed the same functions when they assisted the Department of Defense and Department of Commerce Office of the Inspector Generals (OIG), Chief Financial Officers (CFO) and Chief Information Officers (CIO) when they were task with achieving their Congressional mandated responsibilities. WCA is prepared to provide the same supportive assistance to your engagements.

Past Performance
WCA has successfully completed the following governmental engagements: 1) Performance Audit- at the United States Department of Agriculture (USDA) reviewing the internal management control program for the “Food For Progress” and food aid programs; 2) Contract reviews- of un-liquidated obligations on Department of Navy awarded contracts; 3) Grant management and training- at several Faith-based Not-for-profit organizations, providing grant management training services for grant accounting, reporting, auditing, and grant management; and the District of Columbia Hospital Association, a 22 hospitals Non-profit consortium; 4) Programs and projects reviews- at the Department of Justice a review of 109 Chapter 7 bankruptcy petitions; 5) Business consulting- at a District of Columbia government-wide, private contractor providing employee dental services; and 6) Governmental Accounting- at the University of the District of Columbia.
Quality Assurance Reviews
WCA has successfully passed all American Institute of Certified Public Accountant (AICPA) "Peer review" since its’ inception. In August 2001, WCA successfully passed an Office of the Inspector General technical audit review that included: a review of the work papers, final report preparation, quality assurance reviews, and cross-reference review. General Service Administration (GSA) has consistently awarded WCA an outstanding administrative performance Score Card rating since we were placed on the GSA Schedule in 1997.
Our Quality Assurance Officer served as the Chairman of the American Institute of Certified Public Accountant (AICPA) Peer Review Board.
