Facts:
In Fiscal year (FY) 1996, the federal government spent $197.5 billion for the acquisition of supplies and equipment, construction services, research and development and a variety of other services. Prime contract awards to small firms accounted for 20.8 percent of this total, or $41.1 billion . Of $41.1 billions awarded directly to small firms, more than $31.4 billion were in contract actions over $25,000 and $9.7 billion were in contract actions under $25,000. In addition, small firms annually received another 12-14 percent of total procurement in subcontracts
Approximately 60 percent of all federal procurements from minority firms is achieved through the 8(a) Program. In FY 1996, approximately 6.4 billion was awarded to minority-owned firms through the 8(a) Program. Minority-owned firms received approximately 6.0 percent of all federal procurement in FY 1996, while women-owned firms received approximately 2 percent (Federal Procurement Data Center, DoD).
